Credit funders in CHANGELOG #1030

Following discussions with some of the existing funders, sponsors would welcome targeted acknowledgement of their support beyond the “about” page. The changelog is in particular relevant for NLnet, considering that other open-source developers might discover their offer through our changelog. We would be very happy for more aligned forces to get support. This changeset offers a way to formally and systematically present this sponsorship information, at release level.
