Update Dockerfile

Why this PR

Why we need this PR? This PR we will update the latest code with installed our dependencies.

Changes

• Use pytorch/pytorch:2.0.1-cuda11.7-cudnn8-devel image because of installation of deepspeed need nvcc
• Delete mpi4py because installation conflict. We will fix this problem later.
