wof_api_replacement - first draft #4

DO NOT MERGE YET

This PR uses the new functionality in https://github.com/pelias/whosonfirst/pull/324 to extract the WOF data and meta files from SQLite databases instead of using the WOF API.

Tested and working but still requires some more work to clean it up and get it fully merged to master/latest.

closing PR, no changes are required to this repo as all WOF API functionality changes were made upstream.
