In the current transit loader, the ID for each stop encodes important data, ala transit AGENCY_ID, STOP_ID, STOP_CODE information. Talked to Julian (at MOD meeting in April 2018), and he mentioned there'll eventually be a new 'notes' free text element in the Pelias API. I'm thinking that's a better place to encode things rather than the ID. More detail on the whats and whys are here: https://github.com/pelias/pelias/issues/570
