Otindex compatibility #143

These are changes I made to deployment to get otindex and otcetera to deploy together nicely. I tried to minimize changes to otcetera deployment, but needed the python3-venv to get the required version of meson.

Oh and I think this shouldn't break things on debian, but I haven't checked that.
