The conflict service does not currently return information about tips, so implementing in UI will have to wait for that. (It's nice now that there's no tip information since this makes the payload much shorter; we'll take a noticeable latency hit when this is done.)

well, maybe not so much of a hit, if only info about suppressed tips is present.
