Un-map deprecated taxa #1253

Sweep over phylesystem and un-map taxa that the ott ids have been deprecated. (note several issues on https://github.com/OpenTreeOfLife/phylesystem-1/issues are also phylesystem batch operations)

Connected: in sweep over phylesystem, check that "ott:TaxonName" for ottId aligns with current taxonomy, sometimes the id is not deprecated, but the canonical name changes.
