Deployment fixes for external-format-to-nexson branch #179

This will probably need several tweaks:

Run its scripts as part of opentree deployment
Add comments to sample.config file about the new [external] section
Standalone tool to update new config to match this? or fixed order of installation, to make sure its entries are added after new config is built?

@mtholder, Are these issues moot? I've been able to build the latest opentree with no problems, and I no longer find the [external] section mentioned here.

I worked the install-ncl shell script into the deployment system, so it should run on deployment. This config var is still needed if you want the curator app to be able to do the translation to nexml (from newick or NEXUS).

Yes, I see that install-ncl.sh adds the [external] section if it's missing. And it runs after the curator's private/config file has been created and otherwise modified. I'll mark this closed!
