added draft of meta.yaml #24

After posting a feature request to place python-opentree on conda-forge, I (maybe presumptuously :) ) made a draft meta.yaml file for submission to conda-forge. As I noted in the issue, I'm happy to shepherd this through conda-forge submission if it's okay with you. Thanks!
