This branch should be tested and merged in conjunction with the archiving-improvements branch and PR #333.

Trying a build of ott3.1. Some of these comments probably apply to #333 but putting them all here:

docs need to note wget requirement (not installed by default on OS X)
docs need a note about memory requirements (what are they?)
is there a way to build just a subset of OTT (for testing, esp on a machine with low memory)
use something more descriptive than single letter ‘r’ for the directory name
possible to add config to use existing directories of OTT if already exist locally on users’ machine? (because the unpack-archive step quite long)
several “** Missing version info for h2007 (OTT id 854455)” errors in make refresh/idlist step
