First cut at a V3 API. Tests pass for both v2 and v3. There is a little glitch with the TNRS results, and for now I'm including both "ottId": and "ott_id": in the result. I will fix this at some point, but I think it's harmless for now. If PR reviewers disagree, that's ok, we can just use the v3 branch on the test and devapi servers and wait until the problem is fixed to merge to master.
