Mobile-friendly #15

I've only tested on Android Chrome, but:

  1. Popup is hard to read without zooming (tiny print).
  2. Map doesn't fit on the screen.
  3. Map is weirdly oblong if phone is vertical.

That's just a first impression. I'm not sure mobile usage is important (will people stop on a stroll around their neighborhood to learn about hydrant maintenance?), but if it is, we can do better.
