Reset this after a reasonable amount of time, either automatically or through an admin interface

Could also reset upon notification of a snow emergency or significant snow fall from weather data.

Would be super cool if a user could reply to the email they receive notifying them that they should shovel their hydrants.

So if I receive an email along the lines of

Hey Bill, you should shovel the following hydrants
    Randel
    Heather

Then I can reply with

Randel
Heather

to indicate that I've shovelled them.
