2016/12/1: Called Dave Muller, he said that they are still in the process of making an estimate. He did go look at MNPay and thought that was helpful.
2016/12/13: Emailed Dave Muller to check on status of quote
2016/12/13: Dave emailed me back. We are on the list with HR (although not at the top of the list). He showed HR the website and believes they understand what we are requesting. He does not have a cost estimate, but wanted to know how we would like the list and how often we would like to get this data in the future. I asked for anything machine-readable (csv, excel, xml, json) or at least structured; ideally not a pdf document. (Even a word document is better than that.) We would hope to get this data every year as it becomes available. I reminded him that we would like a cost estimate before the report is created so that we know if we can afford it.
2017/03/24: Received initial data from Dave Muller. Review in process!
Email: "I apologize for the lengthy delay in responding to your request. Our Payroll area was able to pull together a report and due to the delay there will not be a charge. Would you review the information provided and let me know if this will satisfy your request. If you need other (years) information, I think we should be able to obtain it for you fairly quickly.

2016/11/15: Email from David Mueller, Director of Intergovernmental Relations/Data Practices/Organizational Development (mueller.dave@co.olmsted.mn.us) stating that Human Resources received my request and will be in contact with me about the costs and timeline of my request.
2016/11/23: Call from Dave Muller, Olmsted County (507-328-6026). His impression was that we asked for too much information. Olmsted County has records back to ~1980 on microfilm, paper and electronic records, with the majority of employees in electronic format. They use CGI AMS software for their database. I explained that we only want recent data (2012-present) and gave mnpay.org as an example. He will talk to HR and get back to me with an estimate of labor/cost on Monday (11/28).
