Adds an initial, limited version of the DataProvider API.
Also contains a number of small improvements, which are used for the non-video version of the EU Elections 2024 VAA, mainly ones dealing with question categories.
(The video version is based on the branch #498 on which this branch builds, but to avoid any unwanted conflicts, these two are not merged before the end of the elections.)
