feat: sticky questions #547

Add a "staple" button to make some questions sticky so that they're shown:

At the top of <EntityOpinions>
Their answers possibly in the bottom part of <EntityCard>s

If the latter, these could cover info questions in addition to opinion ones.

To consider:

Where to show the button?
- At least in <EntityOpinions/Info> but possibly also when answering questions, although it might be conflated with marking a question as important.
- Somehow on the results page.
