debian-sbuild: Drop Debian 10 and Ubuntu 23.10 #713

Could you please remove related sbuild openvpn and openvpn-dco-dkms folders for those distro? like debian-sbuild/openvpn/buster

Done. But this reminds me that we need to delete Debian 10 from buildbot first, otherwise this will break the package builds there.
