Greetings and courtesy Do you have a solution or package for developing openVPN with Flutter framework for different platforms? The first priority is with Windows, but I would be happy to see what program you have?

No. Also integration with flutter is not planned. You can take a look at the management interface to control OpenVPN by an application or look at the openvpn-gui (C/C++) or icsopenvpn (Android/Java) project how to build a UI for OpenVPN
