Cleanup prior to Win7->Win10 build system change #52

Several small changes seemed smart before attempting to extensively modify the build system. One large change moves buildtap.py from architecture as a Boolean (x64=True/False) to an arbitrary field (arch="i386").

I think one call to gen_version_m4() in def package was missed in 8437739.

Fixed, and expanded INF commit message.

Looks good. I built and packaged tap-windows6 with this PR applied and everything seemed to work well.
