Wallpaper should be in a gui.txt requirement file #52

When running OVOS without GUI the wallpaper plugin is not required which lead to maybe the need of a gui.txt file.

the wallpaper plugin also works for desktops, no need for GUI directly, it is not only for homescreen skill
