Installer not updating ovos-core to latest version when updating existing installation #50

After running the installer to update an existing installation the previous installed version of ovos-core (0.0.8a55) remained and was not updated to the latest version ovos-core==0.0.8a74.

On Raspberry Pi 4 venvs installation.
