adds support for utils 0.0.38

since https://github.com/OpenVoiceOS/ovos-core/pull/491 and https://github.com/OpenVoiceOS/ovos-config/pull/96 this is effectively dead code, all NLP matching is dropped in this PR

EDIT: decided to keep dead code, as the whole repo is deprecated anyway
