since archived repos came up, should we make an initial release for 0.0.7 ? with older commits from when ovos-core was essentially equivalent to mycroft-core ?

it would be a home for all that archived code we deprecated since mycroft went under, it marks the time we were making stuff for mycroft, with the hopes of it being upstreamed

this would be only for historical reasons, but would also work as a test to define the process, by doing it for 0.0.7 -> 0.0.8 we can all get the hang of how it works
