add skillresources and brushup

[emphasize]

• use skillresources to translate at dialog creation time
• to reduce confusion in development, timeframe specific data is tied to the timeframe (current/hourly/daily) instead of mixing those (high/low temperature was the main reason this was done before. this is now disentangled)
• dialogs moved/added accordingly
• hourly reports are now shown from the beginning of the time in question
• streamlining gui representation
