OpenWIS Association is too strongly related to the original OpenWIS Core software making it difficult to get new Partners or influence the design of WIS 2.0.

Risk discussed at SC-2018.

Mitigation actions include:

  1. outreach and communications to clarify the goals of the Association with respect to supporting the transition to WIS 2.0
  2. review of the Association's Projects to ensure that they are geared toward supporting WIS 2.0 rather than focusing exclusively on OpenWIS Core.

Agreement at SC May-2019 provide a clear strategy for how OpenWIS Association will support WIS 2.0. This provides a pathway to the future and eventual phasing out of the OpenWIS Core 3.x software.

SC 30 March 2020 - work in progress to broaden articles of Association. Continued engagement with WMO re WIS2.

Per SC on 26 and 28 May 2020 - please note the related risk #496 and actions #553 and #583

Per Board meeting of 4 June 2020 - agreed that this risk is still releavnt and no change. The mitigation actions are the work on Pub-sub (AMQP) and the OpenCDMS project approaching the Association for hosting.
