Retention policy for non-personal data #552

Per SC on 22 May 2019. It was agreed that there is a need to create and publish a data retention policy for all non-personal data stored, processesed and accessed by the OpenWIS Association. So. the action is for @6a6d74 to propose a retention policy by September 2019.

SC Mar 2020 - no progress at present, but live action to be monitored.
