OpenWIS 3.x middeware RFP scope and cost #628

Per SC on 17 May - The TC to inform the SC by September 2021 of the scope and cost for the middleware RFP. If there is a change in scope and cost to compared to the current RFP and agreed budget, this should be made clear.

17 Sep 2021 - updated draft RFP available from TC. TC chairs request a review with @mvisa and @loiclg . Potential earliest meeting is 29 Sep 2021. There is the option for feedback to be given to TC chairs by email earlier.

Per SC on 27 Sep 2021 - TC to ensure scope, time, and cost is clear when the contract established. TC to inform SC of funds required before January 2022.

Plan and time-line for establishing the above:

  1. TC developed RFP available. ACTION: @solson-nws and @davidpodeur. [It is available now].

  2. Review RFP and provide informal feedback to TC on cost and time-scale (i.e. what can be achieved in 6 months and SC agreed budget. Also, additional costs if work cannot be done within six months or budget. ACTION @loiclg [to be done by 22 October 2021]

  3. TC Chair and VIce Chair to review and agree items of discussions re RFP by 29 October 2021 ACTION: @solson-nws and @davidpodeur and involving MFI and developer. Meetings via Google Meet or BlueJeans.

  4. Duriing 1 Nov a discussion, with @davidpodeur @solson-nws , @loiclg and @mvisa to discuss findings of review and agree final RFP.

  5. Final version of RFP issued to FMI (i.e. to @mvisa ) [by 8 Nov]

  6. Written proposal and financial plans availble from FMI (@mvisa) [ 2 weeks to 1 month from date of issue]

  7. Seek agreement with SC on RFP and contract

  8. When everyone agrees the contract is signed with FMI and work commences.

  6. Final version of RFP presented to SC by @davidpodeur @solson-nws , @loiclg and agree to proceed with final RFP version [by end Nov 21].

  8. Written proposal and financial plans available from FMI (@mvisa) [ 2 weeks to 1 month from date of issue] ETA beginning of January.

  9. Seek agreement with SC on RFP and contract [by mid-January 2022].

UPDATED PLAN/STATUS 17/05/2022

  1. SC members have agreed by electronic confirmation (vote) to accept the proposal submitted in response to the RFP and the total price quoted.
  2. Kick off meeting dates proposed a. 25/05 after 14:00 CEST b. 31/06 after 12:00 CEST c. 01/06 after 14:00 CEST

I believe it is a typo from Akka. It should be:

a. 25/05 after 14:00 CEST b. 31/05 after 12:00 CEST c. 01/06 after 14:00 CEST

The date should be agreed asap. I am unlikely to join though.

Kick off meeting delayed from the 1st June 22 - ETA end of June 2022 - this will add an estimated one month to the delivery timeline
