@SungsooDO - contact TT-GISC (Ken Tsunoda) to ask about getting the 3000+ metadata records in the WIS-UNASSOCIATED category properly assigned to the appropriate GISC.
(close this action once WIS-UNASSOCIATED category is empty
I asked GISC Tokyo about WIS-UNASSOCIATED and please see below, reply from Tokyo As of now 4 GISC(Pretoria, Casablanca, Washington, New Delhi) is not providing OAI server. In case of GISC Seoul, it's not harvesting WIS-UNASSOCIATED from Tokyo.

You need to harvest WIS-UNASSOCIATED until remaining four GISCs start providing/managing metadata in its AoR.
Do you have future plan to make it empty or delete this OAI set?
Yes, we have a plan to delete that OAI set after remaining four GISCs start providing/managing metadata in its AoR.

due to #292 I am currently unable to check whether the original issue occurs. I suspect it might. Have Tokyo been asked about that and/or have we checked OpenWIS code yet to determine where the issue sits?
@SungsooDO - thank you for checking this.
I find it interesting that 4 GISCs are not offering an OAI server; more so given that Washington, New Delhi and Casablanca all use OpenWIS (not sure about Pretoria) so it should be a matter of configuration to expose this service.
I think the best course of action is to raise this issue with TT-GISC.
As I am not a member of TT-GISC, are you able to do this? e.g. ask TT-GISC what measures / actions are in place to encourage the remaining four GISCs to expose their OAI server.

I have been informed by DWD that Tokyo are looking after the Unassociated Metadata and not them any more. (previously WIMMS)
I am trying to set up a harvest and synch task. with this URL http://www.wis-jma.go.jp/meta/oaiprovider.jsp?verb=ListSets

Maybe OpenWIS picks up the wrong titles somehow. As, for example, we can see also ‘Metadata from GISC at Seoul’ rather than WIS-GISC-SEOUL as I would expect. What is it doing?
