Github app for synchronization of repo with Mathworks #241

Hi @samhatchett and @eladsal

To maintain the synchronization of our EPANET-MATLAB Toolkit with the Mathworks File Exchange platform, OWA Github Org needs to accept the following GitHub app. I think you need to approve this; this will be relevant only for the EMT repo under OWA.
