Is it possible to enhance the program by adding m³/s (CMS or CUMEC?

I've had a first pass at this in #713, let me know if I've covered everything and if there is general support for CMS in EPANET.

I would second that the majority of SCADA data received during modelling is in m3/s so native support for these units could be beneficial
