Need to update MkDocs to Material Theme #16

The current MkDocs theme is OK but not great. We have been using the Material theme on other projects and it is working well.... looks nice, has search, and has good navigation. Updating the documentation as the software is deployed on the State servers will be a big improvement.

Both the user and dev docs have been updated to use the Material Theme, and imitates other OWF created documentation. Closing the issue.
