Restructure repository for newer Windows development #40

The original development was done on Windows 10 and deployed on Ubuntu 16.04.

The next iteration focused on Linux development and deployment on Ubuntu 20.04.

The current work involves enhancing SNODAS Tools to run with a custom basin boundary file so that water supply for a specific basin can be calculated. This needs to run on Windows in a historical mode initially rather than automated real-time. Recent work on the OWF GeoProcessor has involved using a Python venv and may be used for this effort.

Need to reorganize the repository some to allow the enhancements to go forward.
