The development environment has been using the OSGeo4W64 installation and had been stuck at QGIS version 3.4. The deployed environment is stand-alone QGIS 3.10. The latter created new specification GeoJSON files that don't have crs, resulting in many failed tests. A better approach is to use stand-alone QGIS for development. This requires creating a new Python virtual environment. The naming convention also needs to be updated to allow for cross checks of QGIS version during development, testing, and build process.
