Test on slow internet #388

This issue impacts users with slow internet, such as in remote areas.

Some users may be experiencing issues with the application, such as Poudre Basin Information, due to slow internet. Maybe asynchronous access to files behaves differently on a slow connection. Need to figure out a way to test.
