Add map of current conditions for drought #131

Need to add a current conditions map for drought using spatial data from the following:

I reached out to the Drought Monitor asking whether GeoJSON could be added and received this response:

Currently, we do not offer these services. We have discussed development of them and don’t feel like it would be too big of a chore for us to do so. With that being said, there is very limited funding associated with work like this, but I can get it added into our work plan. The United States Drought Monitor does not have any budget and all the work is done by leveraging it from other funding. We have been fortunate enough to have USDA provide some yearly money to our shop and we use this to keep the website up and also to develop new products and tools.

I added an initial Drought Monitor map. Need to fix a bug related to information dialogs and then will deploy and let Brian know so he can see an example.
