Why is Joe Wright Creek not in Water District 3? #141

Joe Wright Creek is hydrologically in the Poudre Basin (see HUC 8) but is not in the DWR Water District 3. I asked Water Commissioner Mark Simpson and he said the following. I need to add this information somewhere, maybe the water district information and the basins information.

Not sure Steve, JW creek was tributary to the Laramie river before the landslide created Chambers lake and pushed JW creek south to the Poudre.
