Add SNOTEL layer for all stations

The SNOTEL graphs have been implemented for a few stations. Need to automate creating a map for all stations in the state, which is a small point layer. The following are resources and need to figure out best approach.

• Use TSTool NRCS AWDB query to transfer time series metadata to table and then to GeoJSON - ok to run periodically but can be slow if many time series with longer period of record

I contacted the SNOTEL data maintainers (Brian Domonkos). He said that there is no published map of SNOTEL stations and creating using web services data would probably be the best approach. I kept the graph links to the standard SNOTEL products. Close this issue.
