Flood Warning - need to enable map #168

Need to enable the flood warning map and integrate with the Larimer County Flood Warning System. This should be consistent with the wildfire map.

The map has been enabled. Some issues remain, such as the legend not drawing correctly for precipitation stations, but this depends on updating the InfoMapper software. Close this issue.
