Add soil conservation and fire protection district layers #196

The CO DOLA district boundaries dataset includes soil conservation district and fire protection district layers. This can be added to appropriate maps to provide additional useful information.

I added fire protection districts to the Basin Entities / Water Supply - Water Providers and Current Conditions / Environment - Wildfires maps. I added soil conservation districts to the Basin Entities / Agriculture - Ditches map. Close this issue.
