Add recreation trails map #41

Need to add the Recreation - Trails map. This will encourage a conversation with others to find data for the full trail.

I added an initial map. More map needs to be done to get done for trail through Windsor and Greeley.

I ran into Barry Wilson, who is the Executive Director of the Poudre River Trail, at the 2023 Poudre River Forum. I sent him an email (and copied Wade Willis) to see if I can get a map layer for the trail to add to the Poudre Basin Information Map.

Basically, I need someone to either publish a map layer as GeoJSON file or web service endpoint. This can be done through ArcGIS Online, or just put a publicly-visible GeoJSON file on the web somewhere where I can see it, for example on the Poudre River Trail website. This could be in a folder called "data" that only some people know about. Or, get a bit fancier and create a landing page for data that is public.
