Issue with "no data" markers #5

Markers that have no data associated with them on the maps water-providers-1051-data-map.js and water-providers-efficiency-plans-map.js throw errors in the browser.

I am now checking to see if variables exist. Errors were being thrown for empty strings that were being formatted. Now my code checks to see if it exists before doing any formatting, otherwise just assign the variable to be an empty string. Commit : fc561cc
