Best practice advice and the ISO 19115-1 guidance is to populate this element with values such as "discovery", "view", "download", "transformation", or "invoke". Current options provided by GeoNetwork are too specific for this field. This is a somewhat confusing issue. The standard lacks clarity about how this element and related elements (ServiceType, ServicewVersion, profile and ServiceStandard). More firm agreement and guidance from MDWG would be helpful as these are likely search parameters. Computers need to know how to find and index these values.
It would be useful to have all these populated through a stored fragments in “Managed directories”

The file plugin/iso19115-3.2018/loc/eng/labels.xml contains the dropdown options for service.

For dropdowns for other fields, this file will likely be useful.
