Mostly working, there are still some known issues with the rsync steps.

LGTM, this will really facilitate setting up Windows build VMs. As noted above, there's a couple of bugs for which I'll submit a PR once this one is merged. This PR doesn't change OpenXT in any way, and for now nothing uses that code, so I think it is safe to merge.

Will merge later today if there's no objection.
