rv64: support update tval with instr code in H extension configs: update xs-ref config

Enable CONFIG_TVAL_EX_II in xs-ref and dual-xs-ref config
Enable CONFIG_RV_ZICOND, CONFIG_RV_AIA, CONFIG_RV_IMSIC, CONFIG_RV_SSTC, CONFIG_RV_ZICNTR, CONFIG_RV_ZIHPM, CONFIG_RV_SSCOFPMF, CONFIG_RV_SHLCOFIDELEG, CONFIG_RV_SMSTATEEN, CONFIG_TVAL_EX_II in dual-xs-ref
