rv64zfh:fix zfhmin extension compile bug and updata zfhmin config
The zfh extension depends on the zfhmin extension,added macro definitions to the
implementation of zfh and zfhmin extensions, fixed bugs when compiling zfhmin extensions separately.
Modified the default state of zfhmin extension in Kconfig and riscv64-xs_defconfig and riscv64-xs-ref_defconfig.
