deps: bump chisel and scala #3028

Chisel 6.4.0 has released https://github.com/chipsalliance/chisel/releases/tag/v6.4.0

Also bump scala because I encounter a scala compiler bug in JDK 21. https://github.com/scala/bug/issues/12783 This is fixed in 2.13.11+

Is this Scala version still compatible with Chisel 3.6.0?

No, unfortunately, chisel3-plugin is released up to scala 2.13.10

I will remove the Scala version bump in this PR. I believe JDK 17 is still considered "modern" now?

Unfortunately, for some reason, scala 2.13.10 cannot compile under JDK 17 either. Do we now have to deal with two Scala versions?

It works on my environment with JDK 17, Scala 2.13.10, and Chisel 3.6.0

OK, I notice there is an issue with my JDK. JDK 17 seems ok now.
