Add SwiftBrand to support skills #1994

Hi, i'm building a Storm brand, and it uses SwiftBrand in main skill, but in the software i can't find it as you can see in the image. image

I don't know if it is bug or just isn't implemented in PathOfBuilding.

I guess all the new 3.11 skill didn't was included to PathOfBuilding

I assume that is why Wintertide Brand is not showing
