I'm unsure (I will call tomorrow) whether a 'Permission to Start' review can be submitted any early.
Regardless, they indicate via their FAQs http://dsps.wi.gov/Documents/Industry%20Services/Forms/Plan%20Review/COMMERCIAL%20PLAN%20REVIEW%20FREQUENTLY%20ASKED%20QUESTIONS2014.pdf, they turn around plans in 15 business days. Again, not sure if this is accelerated for 'Permission to Start' applications. Will ask.
Regardless, for OpeningDesign's ARCH scope, we around about 3 or 4 weeks out for permit drawings.
