User can reset their password #304

As a user, I want to be able to reset my password from the login screen. Use the devise recoverable plugin.

I'm leaving this in the Sprint because I think this is a useful feature. It's true that the user could just email us and say they forgot their password. But maybe they won't do that because it's embarrassing to admit you forgot your password, and then they will just leave instead.
