Tidy up Champions Google Folders

I did a bunch of this in preparation for onboarding for September Cohorts:

• [x] renamed all Champions Folders and Agendas with cohort identifiers i.e. 2021-noaa-nwfsc
• [x] created single separate folder for 1:1's with leads, with subfolders for each cohort
• [x] renamed Blank agendas with simply [ Blank ] rather than [ 2-month Blank ] in anticipation for SASI
  • [x] also moved 2019-inaugural Blanks into a subfolder called deprecated.
• [x] described Cohort folder setup in the approach-guide: https://openscapes.github.io/approach-guide/champions/pre-cohort-tech.html

Also:

• [x] 01-04 Call Agendas so that they match the updated Agenda Table, which also includes GitHub Clinic within the table. This includes changing from "coding communities" to "open communities" (still need to revise the slide decks).

Will continue to refine the blank Agendas through onboarding and reflecting from feedback, but this was the big first pass!
